I've really got to get out there. Man oh man.
Would an intermediate line or weighted fly with a floating line be enough to fish the spillway decently?

A floating line will do the trick. I like to use weighted flies, but I'm sure you may catch fish with an unweighted fly, as parts of the floodway may only be 3 feet deep.
Last night at 10:15 I was using a weighted yellow DDH leech, and right as the fly smacked the surface a large kitty pounced at it. Ended up being my PB, a 37.5 in. cat.

Nice fish sedge!
I have just started using a 15' sink tip. I picked up the versa-tip at the Fish'n Hole... well worth the money. I used a type III in the floodway and would go with the type VI in the main chanel. The nice thing is, I also have the option of full floating and type i if I need. Wish I had this stuff when I used to steelhead more.
