Fished Saturday am (left ahead of the rain) and Sunday am (glorious sun, but cool). Fished the outlet, which is running high (over the spillway) but reasonably clear. There's an interesting array of pools. Lost four on Saturday (including 3 big fish) and three on Sunday (including one big fish). I think the big fish may have been foul-hooked carp (there were a number seen working up the rapids) except for one that hit hard and ran like a cat -- couldn't hold him.
Tried minnow immitations, easter egg bugger and a large caddis immitation, hoping the latter would attract the carp. Boats on the river were catching the odd cat and in the pool below the floodway outlet the some drum were being caught by the hardware crowd. Three other ffers from the Club were out on Sunday but they were not doing so hot either.
The main river has mudded up again after the rain and the middle two bays of the dam are running open.
Saw as many pelicans camped at the outlet of the floodways as I have ever seen. Must have been 500 or so. Tons of warblers and LBJs migrating through as well.
So, the area is quite fishable but I couldn't unlock the mystery....TIM.

I tried the winter launch just South of the power lines (east shore) with no luck. Seems like a very shallow bay with very little flow. I'll try around the pools below the spillway next time. What's the access like?
My conventional geared-up hosts only managed to hook up a bullhead and a goldeye.

Yesterday twix 4&8 pm the carp were active north of the locks ...find for the big rock and wait for the tails to start showing...short casts and allowing the under current to bring the fly back was the most productive
did have a couple of hits on a white buggar but the productive takes were on a small(think less than #8) yellow leech
the carp over 30" really put a bend in the 8 weight and take a few minutes to land

yes...sink tip
may not have been necessary since the carp were feeding bottom to top and the water is shallow(2-5')
